If you cut your finger or get into a car accident and have internal bleeding from damaging organ tissue and so on, then you will have Rapid cell growth to repair the parts of the body that are damaged. It's a defense mechanism that our bodies have to stay alive. So i guess it would depend on if the person that has this is hurt, or "visually healthy"
