No. RE means "regarding" and is a response to an earlier message. It appears by default before the header in most e-mail programs when you use "reply."
The prefix FWD usually appears on messages forwarded by another person.
RE can mean a few things. "Reply", "Regarding" and "In reference to" are common

You could mean a text, or an email. A forwarded text would show up as a regular text. A forwarded email would say forwarded.
