No, no IDI (early) VW diesels have an electric lift pump.
IDI = indirect injection = before TDI (<1998 in Golf / jetta, <1997 in passat, at least in the USA)
All TDIs have an in-tank electric lift pump.

With the IDI cars, the timing belt driven injection pump sucks from the tank.
I assume you are asking because the car will not run, and someone familiar with other diesels suggested you look?
-A lift pump is not usually needed, if everything else is up to snuff.
-inspect, and replace: rubber fuel lines between pump and fuel filter, fuel filter and body, and fuel tank and body.
-Replace fuel filter
If that does not fix it, remove the line from the fuel filter (the one that goes right to the injection pump) and put it into a gas can that is clean, and has a bit of diesel in it (0.5 gal). Start the car using the fuel can as your fuel source, if it runs, the pump sucks fine and you have a clog or suction side air leak in your hoses. If it does not run in a gas can, use a primer bulb for an outboard motor. If it will not run when you push fuel into it, the pump is likely bad.
Double check glow plugs and compression at this point to make sure everything else is well. Have fun!
The electric fuel lift pump relay switch, on your root no 1.9 diesel engine, can be found on the firewall of the engine compartment. The relay switch is on the drivers side of the firewall.

You have to pumps, the first being a lift pump, and the second an injection pump. if you have an early 6.2l diesel, the lift pump is a mechanical one bolted onto the side of the engine, the injection pump is in the valley pan next to and in front of the air cleaner. If you have a later model 6.2l diesel the lift pump is a electric type located under the drivers side door, located on the frame. The injection pump is located in the valley pan as above.
The 24 valve has an electric lift pump. It does not have a primer button.

The fuel pump is part of the injector pump, althoug many diesel vehicles have a separate lift pump in the fuel tank as well.

It will have a lift pump (may be on engine or in the tank) and an injection pump.

I am going to guess that it is a faulty lift pump, if that is the case it will ruin the injection pump and they are expensive. so replace the lift pump.
