no, but it does state that congress shall not make a law respecting an establishment of religion, or prohhibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assembel, and to petition the Government for a redress of grievances as it states in amendment 1.

The Ninth Amendment would however cover rights not specifically enumerated like Life, Liberty, Pursuit of Happiness, Association, Expression, Privacy although aspects of these rights are included in the Bill of Rights.
