It is believed that the HRE (Holy Roman Empire) was killed off in the thirty-years war he left to; France broke the news to a teenage Italy. Chibitalia is about Italy being raised as an infant.
However, a lot of speculation has gone into the fact that HRE is actually Germany with amnesia. (Germany never met Italy when they were kids; but in "Paint It White" he has flashbacks of Chibitalia.)
Not to mention HRE is actually German because he's a descendent of Prussia and Germany as it's said.

The Byzantines did not call themselves Byzantines any more than the ancient Greeks called themselves Greeks. The Byzantine Empire is modern nomenclature to avoid confusion with the Eastern Roman Empire after the Roman Empire was divided, but before the Western Roman Empire fell.
