Yes, he does, and he gives the pens to various supporters, or to specific people who were invited for the ceremony because they championed the bill he just signed. It's one of the most common (and most popular) photo opportunities, like a book signing, only presidential.

∙ 13y agoIt is tradition for U.S. Presidents to use multiple pens to sign legislation. Each pen is given to Congressional leaders who helped get the bill passed, as well as to friends and political supporters. In March 2010, President Barack Obama signed the health care bill with 22 pens, which equals half a letter per pen. President Lyndon Johnson signed the Civil Rights Act of 1964 with 72 pens, which is about 6 pens per letter.
