I believe they can be. I was chased by one on my bike once and yes it did "chase" me. I was probably between it and it's babies or something. I doubt they search out people to attack but if aggravated they will become aggressive.
The Committee on the Status of Endangered Wildlife in Canada (COSEWIC) published an Assement and Updated Status Report in 2002 which indicates that the Blue Racer (Coluberconstrictor foxii) "is almost certainly extirpated from mainland Ontario," having been relegated to "the eastern two-thirds of Pelee Island." It was originally registered as endangered in 1991; although no cause is explicitly cited, one is implied in the statement that "continued development for cottages, residences and other structures, and an increase in vehicular traffic further reduce and fragment the amount of suitable habitat remaining."
However, the IUCN Red List of Threatened Species has not registered this within its own profile of Coluber constrictor, regarding the snakes with "Least Concern" and citing the justification of "its wide distribution, tolerance of a broad range of habitats, presumed large population, and because it is unlikely to be declining fast enough to qualify for listing in a more threatened category." The blue variety is known to exist in some northern parts of the United States.

The blue racer is actually a relative of the common black snake, or black racer. It can attain speeds up to 10 to 11 miles per hour.
a Black Racer is black with a white spot under its mouth. When the Black Racer slithers around it will turn blue and shiny.
