Yes the government spies on you all the time, but only to determine if you are a threat to national, or international security. Therefore if you commit acts that are considered threats to many people you are tagged. They will always be watching.

However with all that information a lot of power follows.

Yes due to the Patriot Act which allows the American government to monitor all forms of communication, letters, e-mails, phone calls, texts, instant messages, all of it. I do believe that the Natioanl Security Agency is in charge of it though not CIA or FBI as the CIA conducts foreign intelligence operations and the FBI is a law enforcement agency. Mostly the government monitors for key words that may suggest terrorist activities but they are in charge of these keywords and may change the words to what ever they want that and the term terrorist is not definite in it's meaning and they could also change the meaning of that word as well. Basically the evil #@%$&! hear every word you write, type, or say on the phone, internet, or postage servie.

National security which is a double edged sword. It is a valid reason, but also keeps them in power when opposition could be right -that's the problem.

A spy gets paid by the people or agency that wants the information the spy is looking for. If it's a government agency, then the tax payers are paying the spy's salary. If it is an industrial spy looking for a company's secrets, then the corporation that hired the spy will pay the bill.
