The heater generates heat by blowing air over a small radiator type device (heater core) under your dashboard. The device runs hot coolant through it continuously. If you have a blown head gasket, your coolant is being evaporated trough the firing chambers and tailpipe. When the coolant level is low due to evaporation, there is no water to flow through the heater core.
Keep in mind if you are not certain that this is a blown head gasket, these models were notorious for a defective lower manifold gasket leak that caused it to lose coolant the same way a head gasket would.

Our 2000 Oldsmobile Silhouette was doing the same thing plus we'd get low coolant indicators every 3 or 4 weeks. I went nuts almost trying to find the leaking coolant. It turned out that it was misting it's way out of the intake manifold gasket located on the top of the engine on the drivers side. You might see a small puddle of coolant on top of the block. Apparently it's a common issue with those engines.
The heater core has no gasket. If it is leaking, it must be replaced.
might be a simple fix as adding antifreeze. sometimes when ur radiator is low enough it wont let the heat heat as much or at all.
