Cannot be answered with only the information you have given. And the answer may vary some from state to state, country to country.

IF, for example, while standing outside a garage, a police officer sees a person inside the garage commit a criminal act- he may enter and arrest them without a warrant.

If he was in pusuit of criminal, who ran INTO the garage, he may enter (hot pursuit ruling)

If he sees a person in the garage, and knows that a FELONY warrant exists for the arrest of that person, but does not have it with him, he may still enter and arrest.

What can be seized in a seach warrant?

A search warrant must particularly describe the items to be seized. During the course of serving the warrant, while searching for the particular items to be seized, if the officer finds items that he has probable cause to believe are contraband or evidence of a crime, he can seize those items as well. The scope of the search is a relevant factor. If the search warrant is to locate stolen cars, and the officer finds drugs while looking inside a desk drawer (where you cannot reasonably expect to find a stolen car), that evidence would likely be excluded. However, if while looking for a stolen car, the officer enters a garage (which is covered by the warrant) and inside he finds a pile of stolen license plates on the floor of the garage, those would be seized and would not be excluded.

Can your car be towed from your garage by police with out a warrant if they suspect it of being in a hit and run?

They would need a warrant or permission from the owner of the garage or of the car or both. They could claim there was a risk the car would be driven out of the jurisdiction if they had to wait for a warrant.

Does an officer have to have a warrant for every locked door in home?

No. The warrant will spell out the area of the search (a home, a car, a separate garage, any sheds or outbuildings). A search warrant will allow a search in any area where the contraband may reasonably be concealed. Example: An AK-47 is sought. The officers may not look inside a 5" x7" jewelry box. However, any spaces large enough to hold or conceal such a weapon may be searched (e.g.: closets - large bureau drawers - under the bed - between the mattresses - etc)

Son is on felony probation for grand theft auto can the police come to my house and search my home without my permission?

The police can only search your house without permission if they obtain a warrant, which is a document that states they have reason to believe that suspicious activities are items may be found in the place they are looking. Some warrants are very specific in the places the are wishing to search which can create limits for officers. For example if an officer suspected drug paraphernalia was in someones garage and it was written in the warrant they would be limited to search the garage only if they found it somewhere else in which they looked without legal permission any evidence obtained would not be allowed in a court of law.

How can you see whats in your neighbors garage without getting a warrant?

very carefully You could wait until they open it then look from somewhere off their property with binoculars. Or you could just ask them what's in the garage. What kind of shady question is this? Unless they stole something from you, you shouldn't be doing such shady things..

Is a car in an open garage considered to be in plain view?
