No. The president has nothing to do with the actions of Congress or the Judiciary. S(he) can appoint Supreme Court justices when an opening occurs.
Please do not think of the President as being in charge of the Federal Government. There are simply the 3 equal branches: Congress, Judiciary, and Executive. The President heads up the Executive branch, and has certain limited powers.
These 3 branches are expected to keep each other from gaining too much power, although that is not working right at the moment.
