No! Just a draincock on the bottom!
I have a 2000 Pontiac Grand AM and radiator drain cock is located at the lower/front (not bottom) at the curbside of the radiator, you will need a hex key to back out petcock.
Remove the radiator cap and add it directly to the radiator. Then fill the overflow reservoir to the full mark.
the overflow reservoir, it should have marks for full cold and hot
You add it to the overflow tank which is on the drivers side fender.

There is no cap for the radiator. To add anti-freeze to your radiator you have to fill it from the overflow. To find that trace a small rubber hose from the top of the radiator to what should be a plastic container
a 99 is a different body style than a 2000 doesnt have the same radiator i do autobody i have worked on both models so no it doesnt
It is built into the radiator.
you don't fill the radiator directly, there is no radiator fill cap. you fill the overflow reservoir and it keeps the radiator full. overflow reservoir is spherical plastic near firewall. power steering reservoir is up front near battery.
First you need a REALY big toilet
Do not take a radiator cap off. Fill from the overflow tank or you will add air to the cooling system and it will have to be bled off or your engine will overheat.
Turn the AC on and the electric fan on the radiator should run.
