It is on the power knob (left on the dash) or most have it on the steering wheel.
More than likely the answer is no.
If your traction control light is constantly flashing and you are NOT drawing an OBD fault code, then the system may need to be calibrated. Ford can do this for $92. A system needs to be calibrated when a component of the traction control is replaced or disconnected and reconnected. If, however, the light returns, the problem is likely the clock spring in the steering column, also known as a "sliding contact." Ford/Lincoln is famous for these things not lasting long. It is the component that brings power to everything you need in the steering wheel (horn, cruise, air bag, radio volume, etc.). When this goes bad, it is tantamount to disconnecting/reconnecting the steering wheel position sensor (a component of the traction control). Typically, you will have other issues, such as a "high resistence" code from the air bag, or the horn or cruise will not work, etc.
It will stop working along with cruz control, voice control, and volume when the wires on the clock spring wears. The clock spring holds all the wiring going to the controls on the steering wheel and allows the steering wheel to turn without damaging the wires. The clock spring makes everthing run smoothly in terms of the wheel turning. The clock spring is located under the plastic on the TOP of the steering wheel. You will find all the wires are connected to it. It usually goes out after years of turning and wear and tear.
From new they would have been controls for the radio. Volume, Station, Cd/Radio, etc. I
No it doesn't.You have to control the volume is controled by your usual volume control.
If the controls on the steering wheel are mixing up or not working odds are the rotating electrical contact ( clock spring) is failing. Replacing it should fix the problem. When mine failed I experienced the following symptoms. First the air bag light came on. Later the audio controls would mix up then the horn and cruise control stopped working.

Radio/CD volume controls. If you press both buttons at the same time it will also mute either the CD or radio. You will also notice a strange knob thing on top of the volume control unit, this is to tune the radio.
This means that your power steering pump is putting excess load on your engine and slowing the RPMs. This then results in the alternator not being able to keep a 12v constant power source for the stereo, resulting in an inconsistent audio quality. Check your power steering fluid, and have your voltage regulator tested.
