I do not see how using the heater would effect MPG. The AC on the Prius is all electric, there is no compressor to put drag on the engine.
No, conditioner will only soften, moisturize, and detangle the hair. It will not effect the growth.

Turn the conditioner when you are using the heater. It will decrease the humidity level (which causes windows to fog up.)

no. conditioner just makes your hair soft:) Actually conditioner acts as a detangler and moisturizer as well. If the hair is knotting excessively however, it is usually a sign that a haircut is needed.
Hard to give an answer with no info. What vehicle? year, make, model? What position is the heater control in when a/c cycling occurs? Usually, if you are using your defrost cycle, the air conditioner runs in order to dry the air. In some newer cars, the a/c will run in most settings of the heater control to dry the air and make heating/cooling of the interior more efficient. Hope this helps.
