There are some companies you can find on the web that sell "special" shampoo that is reputed to remove (drug) metabolytes that are incorporated into a hair shaft. Some of the claims are that the products will "clean" hair completely, and that they will allow the purchaser who uses these goods as directed to be "squeaky clean" come test time. As you'd probably expect, the products are not cheap.
It's highly doubtful. If you mixed vinegar and baking soda in your hair, they would neutral each other, leaving behind sodium acetate salt, which would be easily washed away.
But, regardless, even if they didn't completely neutralize, there would still be traces of drugs in your hair that could be detected by a proper drug test.
If you are talking about marijuana, then THC and its metabolites are a very fat-soluble resin. THC is not completely soluble in either vinegar nor baking soda. So, it would still remain in your hair regardless.

The enzyme oxidizes glucose to gluconic acid with the formation of hydrogen peroxide. The hydrogen peroxide reacts with dye to produce a blue color. The pH of hydrogen peroxide is roughly 2, or in that region, so adding a base will speed up the reaction, because the pH optimum of catalase is around 7.
If you mix some baking soda and your shampoo in your hand and wash your hair, it will strip away any build up of chemicals and waxes from conditioners. This should NOT be done often as it will strip your hair of natural oils if you do this too much.

Im'm not sure what you want here. Are you bleaching your hair for beauty or disinfecting[ see catergories ] You can NOT disinfect head lice. Thet need a pediculacide, like Kwell shampoo. Hair bleach for coloring is hydrogen peroxide. which comes in liquid and powder-to-be mixed forms. Chlorine bleach for cleaning is sodium hypochloride. Either can cause blindness, and to strip your hair of all color with hydrogen peroxide is called " double processing" and should be done by a professional. Please be careful.
