When underground water rises higher in the soil, than your basement floor, it creates hydrostatic pressure. This hydrostatic pressure is what causes water to come "UP" through the floor. Water can also build up outside your basement walls because of poor drainage and cause them to seep water. A good drainage system combined with a waterproof sealer, which will span any cracks and other defects in the basement walls, is a very good remedy to both type problems.
