No, it doesn't stop breast growth and most certainly doesn't lead to Breast cancer.
Breast size is determined by genetics before you're born and can only be significantly altered as a result of malnutrition, not from pressure to the breast tissue.
Cancer originates when cells of the body mutate and become immune to the chemicals your white blood cells secrete to kill the cell (when it is old, or no longer of use). Instead of dying and allowing for new cells to take the places, they start to produce more of these mutated cells which all reproduce themselves. This creates large numbers of cells which don't contribute to the maintenance of the body, but continue to take up space, hampering the body's ability to continue to function regularly. As a result, cancer can't be treated as it's your own cells attacking each other, so chemotherapy uses the theory that there are more healthy cells than sick, so it just kills everything, hoping to remove the cancerous cells in the process.
