The exception for high school is if the student is transferring from another district. Middle school transcripts are sent to the high school the student will attend, some Freshman may need a parent if there is a problem with the student's records. I have never known anyone needing a parent to enroll them in college, as most students have reached the age of majority (18) when they enter. Obviously that would not apply if the child is a "whiz kid" entering college at the age of 14 which does happen, although it is quite extraordinary.
