IF the battery is the Nickle-Cadmium [Ni-Cad] type, then they are known for "developing a memory" for how much charge is installed, and they need to be "run down" almost fully before recharging.
If not, and you recharge when they are only slightly run down, then "they remember" that, and that's all the power they will deliver! Ni-Cads work best if "deeply" cycled [discharge/charge].
Thus, for Ni-Cads, it is recommended that you not "top off" when they are only barely discharged. Use Ni-Cads until they are almost fully discharged before recharging.
A far as I know, no other batteries suffer from this problem.
Dead battery
New batteries almost always come fully charged. If it was not then charge it with a battery charger and do not use your vehicle alternator to charge a dead battery. You may do harm to the alternator which is not built to charge a dead battery but is instead built to keep a good battery fully charged.
When your phone is going dead, keep it on until it shuts off. Then charge your phone overnight leave it in until morning. That helps the battery on your phone.
