The US, Britain and the London-based Netherlands government in exile (which still administered Indonesia) halted oil shipments to Japan in late July 1941 following the Japanese takeover of Indochina. Japanese leaders calculated that an invasion of the resource-rich Dutch and British colonies would bring the US into the war, and decided to attempt to cripple the US Pacific fleet first at the same time as initiating their southward campaign, bringing about war with all three governments.
