I had a similar problem with my 2002 Siena 1.6. It was a faulty relay situated in the main fuse box alongside the steering column (can't recall which relay it was but the diagram on the fuse box lid indicates). It also affected my headlights on low beam.

If the windows will not open using controls on either the driver or passenger side then most likely you have blown a fuse. You might want to get out your owners manual and see which fuse controls the windows and make sure it is not a fuse. Since you didn't mention the make of the car I have no more advice other than the fuse.
