I'm assuming you are talking about Chevy's Electronic Power Assist. If the steering goes "hard" then the Power Steering has gone out. This makes it very hard to turn the wheel if you are not moving or at the very least if you *are* moving you will notice a marked increase in the stiffness of the steering wheel. Having the dealership replace the module will help, although it seems the problem often times returns 6 months to a year later.
I've had mine replaced 2 times in less than 2 years.

check the power steering fluid level and the power steering belt
something wrong with power steering. check for leaks. The power steering pump may also be broken. but whatever the cause is, it's a good bet it's power steering problem.
You either need power streering fluid or a power steering belt.
Power steering pump failing.
Power steering belt slipping? Power steering pump bad? Steering rack worn? Suspension parts worn?
Hard power steering means there is little to no fluid left in the system. The power steering system should be flushed and checked for leaks.
A steering wheel may be hard to turn because the power steering fluid might be low. It also could be that there is problem with the power steering pump.
power steering is easier and you do not have to turn the wheel as hard as manually.
Low on power steering fluid. Loose or missing drive belt. Faulty power steering pump. Faulty power steering box.
Power steering fluid helps your steering wheel turn easily. If you have dirty power steering fluid, it may be hard to turn your steering wheel while driving.
For several years of the Chevy astro van had a power brake and power steering system that was linked together. Instead of a brake booster, the power steering pump provides power to the power brake system. Often, if the brake pedal would become hard to push, it is a power steering pump problem. Change the power steering pump and the power steering fluid and your problem may disappear.
