Did you check and see if the cowl (where the car gets the air in from the outside, near the windshield) is full of leaves, dirt, etc. The buildup can cause water to enter. At the bottom of the windshield under a plastic cover there is a rain defelctor shield. Last year I had my 2000 gtp repainted and when the body man removed my side mirrors to paint seperately he found that the piece behind the mirror on the passenger side had rusted completely away. He said when it rained water would get behind the mirror and run down between the door and door panel and settle in the footwell. Hopefully this won't be your problem because the fix can be pricey. Check to see if you have 12 volts at the blower motor. If yes then the blower motor is bad. If no, then the resistor, relay, or fuse is bad.
If the noise is a squeaking sound, it could be coming from the bearings in the blower fan. It could also be coming from a worn bushing or bearing in the blower motor.
Can you feel anything coming out of the vents. Also if you turn on the dial that controls the speed of the blower, and you dont feel anything coming out then you need a fuse or blower motor or mabe a resister for the blower motor. I would have to say that 8 out of 10 times its usually the blower motor resistor. Hope this helps

Check all the fuses and relays first. If they all appear to be in good working order, then you'll have to get to the blower motor. Could be a short or the motor could be bad.
If the a/c compressor cools the air coming from the vents, and the heater knob makes the air hot, but the fan switch doesn't change the speed of the air coming from the vents, most likely the culprit is the fan switch itself, the blower resistor, or the blower motor. With smoke being present, there's a good chance the blower motor burned up.
If the blower works on the defrost mode only, you could have a disconnected vacuum supply line coming from the engine. If the blower motor doesn't work on any mode or speed you could have a blown fuse, burned out blower motor speed resistor, bad switch or a bad blower motor.
