I would not give my goldfish any shelled peas. The best food for them is Earthworms.

Because it is either sleeping or sick. If you think your fish is sick, then it could be bottom sitting because of a bacterial infection or an infestation of flukes or parasites. I'd recommend treating the water with an anti-parasitic and feeding your goldfish an antibacterial medication. Also try water changes and feeding de-shelled green peas.
