The name "Jehovah," or more appropriately "Yahweh," comes from the Hebrew proper Name of God, spelled YHWH (aka, the Tetragrammaton). The Old Testament Jews didn't pronounce God's Name because they had such a high level of respect for him. In other words, they believed God's Name was so powerful, they wouldn't even pronounce it. Instead, they superimposed the vowels from the Hebrew word "Adonai," (or "Lord") and pronounced it "Adonai." The pope is encouraging a similar respect for God's Name. Therefore, every time you see "the LORD" (either all caps or small caps) in The Bible, it is the Tetragrammaton in the original Hebrew.
