It looks like every other starter relay, it is located on the firewall on the passenger side. It looks like a square block with 4 terminals.
There is no starter relay on an Escort. The main battery positive cable goes directly to the starter. A small wire with a clip on it marked s goes to the solenoid. The main battery current to the starter is supplied with this solenoid.
The 1991 Ford Explorer should have a separate starter relay that sends power to the starter. It sounds like the relay has stuck and is sending power to the starter even after the vehicle is running.

The starter and starter relay are one piece. The relay is the smaller cylinder connected to the bigger cylinder which is the starter. It looks like a Mcdonalds Medium sized cup with a shot glass attached to the top, laying on its side. Be sure to remove the negative from the battery and the engine lead from the starter, should be 1/2inch screw. then 2- 1/2 retaining bolts that hold it in place. Its a tight spot so use a short socket wrench.
it looks like a starter relay and its on the passager side valve cover area (powerstroke57) He is correct but be sure that you don't mistake the intake heater relay for the GP relay they are the same relay and are right next to each other. The Glow plug relay will have a orange and black wire to it that goes to the starter relay.
If it is like my '86 Samurai there is no starter relay. It uses a starter solenoid on the top of the starter to pass battery to starter motor when the solenoid is activated via the key switch.
1991 up ford trucks and most cars use bosch gear reduction, (hi-torque), starters. Like most gm cars the solenoid is bolted to the starter. Some applications also have a starter relay bolted to the inner fender usually near the battery. People often call the relay the starter solenoid but it is not. The earlier ford made starters didn't have solenoids, they used magnetism from the armature to kick the starter gear out to the flywheel. That type of starter always has a starter relay somewhere near the battery.
