Hi,
Where the turn signals flash "fast" on one side or the other, that usually means that one of the lights is out, or not working.
One this particular van, make sure you check ALL of the light bulbs on each side: Rear turn signal, front turn signal, and the front side markers on each side. If one side if flashing at the normal speed, you will have something to compare against.

The right front bulb is probably burned out.
the front bulb needs to be replaced.
if it only flashes fast on one side, you have bulb out on that side. If both sides are fast, change the flasher
Usually when ones turn signal is blinking fast its telling you that a turn signal bulb (and in some cases a brake light bulb) is out. If it blinks fast when you turn on the the left signal the burnt out bulb is on that side of the vehicle (could be front or rear bulb so you'll have to check). And vice versa
You need to replace the turn signal bulb. When bulb is burnt out the turn signal will flash faster.

check for a short if none is found replace the socket.
Start with checking the left rear brake light bulb.
Change the front turn signal light bulb. It's bad.
One or two front turn signal bulbs is busted. Check your front turn signal bulbs and replace it.
Turn on that fast blinking signal light and check to see if the front and rear signal lights are both working, chances are you have a burned out bulb. If both front and rear bulbs are flashing fast, replace the flasher relay.
Check the back signal light. Usually if the front blinks fast the back is out or need to be replace. Vice versa
