You probably have torque wrap from driving in 4WD on dry pavement. Get off the pavement and try disengaging.

It sounds like you need a new actuator. there is two things that lock in when you use 4x4. one is the transfer case and the other is the front diff. the front diff is turned on by an actuator. if you have a problem with the actuator the front axles wont lock in. even though the transfer case is engaged.
Most Jimmies use a vacuum ball to engage the front diff in 4 wheel drive. It will be located in the engine compartment mounted to one of your fender wells (changes from year to year). Make sure that the vacuum line from the ball to the diff is in good shape and is not leaking.
Check and or replace your starter solenoid.

Your starter has gone bad and will need to be replaced unless you can take the starter to an automotive electrician and he may be able to fix it.

It could possibly be your clutch pedal height. I had to fix the problem in my car, had the same thing happening. Go to your local shop or look up on the interweb and find out how to adjust the clutch pedal height.
