I had the same problem. the central supply module number needs to be checked. If it has part number 16058596 the it needs to be replaced with updated part number 16088406. you can find the part on line. try autoecms.com
I had mine fixed by mrwizzard.com I had to remove it and send it in. cost was about 100 dollars in 2003 for 1991 trofeo dash cluster.

Unfortunately it is stored in a PROM in the BCM that is prohibited from being removed and replaced except by authorized Delco service centers and they don't make that PROM anymore nor do they service that PROM either. If your cluster is displaying the mileage and then an error it could be your body control module or the PROM. If it's the BCM then you can replace the BCM and re-use your PROM. There are two Proms in the BCM One is a EEPROM and the other is a PROM. Get yourself a copy of the 1987 OLDSMOBILE TORONADO SHOP SERVICE MANUAL (green cover) easily found on Ebay. This manual will show you EVERYTHING there is to know about this car and how to service it.

No, you should not need a digital converter box anymore (unless you are still using an old analog television). Most digital televisions sold are capable of receiving both digital signals and the few remaining analog signals (permitted for very low power stations only at this time).
If your model has the digital heater/AC control panel, turn the ignition switch to "on" and then press the heater control panel's "off" and"warm" buttons at the same time for 5 seconds or so. The instrument panel will then display any codes.
