Unfortunately it is stored in a PROM in the BCM that is prohibited from being removed and replaced except by authorized Delco service centers and they don't make that PROM anymore nor do they service that PROM either. If your cluster is displaying the mileage and then an error it could be your body control module or the PROM. If it's the BCM then you can replace the BCM and re-use your PROM. There are two Proms in the BCM One is a EEPROM and the other is a PROM. Get yourself a copy of the 1987 OLDSMOBILE TORONADO SHOP SERVICE MANUAL (green cover) easily found on Ebay. This manual will show you EVERYTHING there is to know about this car and how to service it.

Send it to Kenny at usaodo.com or bligidy.com, same guy. He can program any digital odometer. The price depends on the car because some have simple eeproms and others have processors. Mercedes and BMWs are a little more difficult because the mileage is saved in multiple places but it can be done.
The mileage is stored in the BCM not the cluster, so you can replace the cluster without changing the odometer reading.

Assuming you're referring to a Toronado, it depends on overall condition, options, mileage, etc... Low retail, $2000. Average retail, $5500. High retail, $7700. Like already mentioned, it's all about condition and factory options.

There aren't bulbs in the digital display of a 94 Towncar. The whole cluster had to be replaced with a good one and needs to be calibrated to your mileage and such. Check with your local dealer after obtaining a replacement. I would start with a junkyard for replacements.
