HOA has a policy stating that if you are installing a hardwood floor you must have a foam foundation underneath. Now they say that doesn't mean anything. What can we do?

Best practices dicate that you follow the directive you see written there, so that in future, you will not be asked to pull up the floor and install foam.

Rules and regulations are intended in part to protect the members of the community from nuisance and depreciation in the value of their property. Every unit owner has the right to the benefits of the restrictions and regulations set forth in the documents that created the condominium. If your HOA is not enforcing its own rules and that situation is causing a problem for you then you should complain in writing and take the issue before the board according to the rules regarding complaints.
