If the monitor is an older one, it may not be capable of displaying the resolution the video card is set for. Try booting Windows in Safe Mode, and setting the screen resolution to the lowest numbers. To boot in Safe Mode, press the F5 key repeatedly as soon as the BIOS program begins to run.

I've had this a million times, especially happens with laptops. i assume that you are not using a standard 4*3 monitor (if you are, change your resolution to 1024*768). the generic display driver which comes with windows (and for that matter, most other operating systems) assumes that you are using a 4*3 monitor, and most graphics cards treat differently sized monitors in different ways, so it can be hard to write a general purpose, one size fits all display driver. if not go to the website for your graphics card/ motherboard manufacturer and download the latest display driver. I've never encountered a graphics card which cant be coaxed into displaying properly, with enough tlc.
