The problem came in during the War of 1812 when the British burned the White House and trashed Washington, D.C. The Capitol building wasn't finished yet. So the city wasn't complete yet. So the Capitol kept moving to keep it away from the advancing British troops. Before Washington D.C. was built, the capital was in Philadelphia Pennsylvania.
