It depends on what is meant by "peace".
If you are referring to a time during which there was no armed conflict between either official governments or local militias or anything in between, then yes, there has been peace. Between the end of the First Gazan War in January 2009 and the beginnings of Arab Spring in November 2010, there were no armed conflicts in any place in the Middle East.
If you are referring to a "true peace" where every country in the region recognizes each other and works together despite their differences, such as Western Europe since 1975, then, No. There has never been true peace in the Middle East. There have always been conflicts between different empires, secondary powers, and tertiary powers and when the wars would cease for a time, the various empires and states would still have discriminatory policies towards their minorities and slavery (which was legal in some parts of the Middle East until the 1960s). Repression of populations and constant internecine conflict is not peace.

Ever since Israel has existed as a country, most of the other countries in the Middle East have hated it. However, Israel has always had Middle East allies (Turkey 1949-2010, Iran 1949-1979, Egypt 1979-Present, Jordan 1994-Present).
No war that I'm aware of has ever ended in "everlasting peace". This includes the Gulf War. The nation of Iraq is relatively peaceful at the present, but no one expects that peace will be everlasting. Many serious political problems remain. Also note that there were two Gulf Wars, so the first one obviously did not result in everlasting peace. Peace lasted for just over a decade. Right now (November, 2012) there are two serious wars taking place in the middle east, one between Israel and Gaza, and the other is a civil war in Syria. Fighting continues in Afghanistan. War is always a possibility in the middle east, it is a very politically unstable region.
