the fuel system might have air in the lines from running dry. try leaving the key in the ON position without trying to start it for a while which should let the electric fuel pump push fuel into the lines. then try to start the car. dont hold the starter on for more that 5-10 seconds in a half minute frame due to the danger of burning up your starter motor. if the engine starts, great! if not, keep reading.
try looking for blown fuses!
it may have trash in the fuel filter which can be blocking the flow of fuel. when you run out of gas in a vehicle that old, all the trash that has accumulated over the years can enter the fuel line, and cause blockage, and even stalling. if you replace the filter and it fixes the problem, then good. again, if not, keep on reading!
you may need to drain the tank and clean the screen on the pickup of the electric fuel pump. it is accesible by lifting up the rear seat cushon and pulling away the felt. please be smart when working with fuel tanks and gasoline! if you clean the screen and it helps, then great! i have a few more tricks if it doesnt, but you must email me for them.

Have u had a go at derestricting the restricter in the crank case ? All you do is take off the crank case and there should be a flywheel on the left u undo that flywheel and there should be a washer or spacer take that out and refit your flywheel and crank case making sure everything is tight :)

If you mean it won't crank then the starter is defective. If you mean it will crank but not start it isn't getting fuel, spark or compression.
