I'm guessing you're asking how to get a title, if your car didn't come with one. It depends the state, you need to call you local Department of motor vehicles to find out. If it helps, in Ohio, you cannot get a title for a car that was sold with none.
It was a mistake to purchase a vehicle in Ohio that did not come with a title. Ohio vehicle owners can easily replace lost titles. Since this wasn't done, it can only be assumed that you purchased a vehicle that may have been stolen in some way (stolen & reported, stolen & not reported, or a self assembled car that was never inspected by the Ohio Highway Patrol)

In Ohio the person who is listed on the title as the owner must go to the state title office and submit the title as defaced and request a new one. I once owned a 4 door vechicle that was listed as a 2 door. Drove it to the title office their inspector viewed the auto and the vin number and for $10.00 I received a correct title.

Most states will allow you to register a car in one name even if two names are on the title. Of course, the registration has to be in one of the names on the title.
