After the war there was concern that the proclamation, as a war measure, had not made the elimination of slavery permanent. Several states had prohibited slavery, but some slavery continued to exist in Kentucky and Delaware, until the entire institution was finally wiped out by the ratification of the Thirteenth Amendment on December 18, 1865.(From Wikipedia, the free encyclopedia)

The Emancipation Proclamation was merely a declaration that freed black slaves in the Union states of the north. In the south, it merely enraged slave owners more and they did not free their slaves in Confederate states. Slaves freed by the Proclamation were not citizens, as they could not become citizens. They were allowed to fight in the war for the North, and they were no longer owned by anyone, but they did not have the rights that white Americans had through citizenship. In the South, slaves remained under the slave lifestyle, but the slave lifestyle generally depended on the slave owner; some slave owners treated their slaves with kindness and care, whereas others exploited, beat, and sometimes killed their slaves.

Many black Americans were free before that.

But the Proclamation did not free many slaves - its aim was to turn the war into an official crusade against slavery, so that Britain and France could not aid the Confederates without looking pro-slavery themselves.

Slavery ended with the Thirteenth Amendment in December 1865.
