Sometimes the old oil filter gasket remains stuck to the filter housing when replacing the old oil filter. Remove the new filter and check to see if that happened. If not, I would suspect the new oil filter or gasket is faulty.

Oil filter installed incorrectly as in too tight, too loose, the gasket was not oiled prior to installation, or the old filter gasket was left on. It can also be a valve cover gasket leaking and running down by the filter. Replace the oil filter and oil the gasket and tighten 3/4 turn after it makes contact with the mounting surface. If the leak persists if is not the filter.

The gas is probably not leaking into the filter but the engine. It's caused by a broken diaphragm on the fuel pressure regulator. Replace regulator

I doubt the filter itself is "expanding". Either the filter was not tightened enough or the seal is damaged. Also make sure to lubicate the seal before installation. Just put a small amount of oil on the seal & spread it around. If you did not do that, that might be why it is leaking or may have even damaged the seal when installed.
A leaking heater core will cause the engine to overheat because the coolant is leaking out.
