Its just a geuss. but on my 93 mercury topaz the head light switch alsoe controls the lights in side the care. If it's clicked all the way on that might be why.
The fuse box for a 93 topaz is located under the dash board on the drivers side just beneath the switch for the headlights (you have to look under the dashboard to find it)

It is part of the Neutral Safety Switch attached to the side of the transmission.
The reverse light switch is located on the drivers side of the transmission, towards the top. I believe on a 93 it will have two wires going to the connector on it. It just snaps on with two prongs. Lift those and remove the attached wire connector. It will pull straight out. The reverse switch is removed easily with a wrench. I just replaced mine, and it cost me around $10
on an 89 It is connected to your pointer for the transmission in the dashboard if that isin't working, maybe the connecting cable came off, then the switch will not be activated
