I have a 1996 Tahoe, but our's are the same model. You have to open your hood first. Above the headlights, and inside the hood, you will find bolts protruding vertically up at you. They will seem to be attached to nothing, and have nothing screwed onto the ends. I believe there are four of these, two on either side. You must unscrew all of them, which should allow for your headlights to pop out forward. It's been a while since I did these to mine, so there may be a step or two I forgot, that you (assuming you have any common sense with vehicles) should be able to figure out on your own.
You don't. The Chevrolet Tahoe does not have a timing belt. It has a chain which requires no scheduled replacement.

Check the fuses in the power distribution box under the hood. If the fuse is okay, check the bulb.

Are you sure it's the proper headlight for the car? Occasionally, installing a halogen bulb as a replacement (when the original was non-halogen) will cause the fuse to blow.
