start your computer and hit f1 till you see a screen with white text it should say windows memory diagnostics at the bottom go to it and hit enter let that run and test it again but if that doesn't work press f8 at start up and select safe mode that should work sorry if it doesn't.

If you removed the ROM chip - then powered up the computer, you would simply get a blank screen. The operating system 'kicks in' because the ROM chip tells it to start.
