Spot training is a myth. To lose fat on your legs, you must lose it all over - this is achieved by a healthy diet and exercise (both cardio AND weight training), and there is nothing "short" about the time it takes to do this.
If you are female, your legs will likely be the last place you lose fat from.
Running is the best exercise to lose weight - but you must also eat healthy (no junk food!!).

I would do lunges and squats to make my legs look bigger (ie more muscular and toned), not necessarily thinner. Your legs don't really lose fat weight unless you lose weight. If you want to lose muscle weight, well, don't exercise them and eat less I guess.

Cut off one of your legs? There is simply no healthy way for you to lose that much weight. You are a perfectly normal weight for your height, and if you do want to lose a few pounds just eat less and do more exercise.
That sounds like a really weird desire. Losing weight on legs would be through losing some weight all over, and not doing any strenght building exercises for the legs. For gaining weight on stomach I have no idea, unless you can get pregnant.
