Standard shift model: yes, it can be. Leave transmission in neutral - emergency brake off - leave the steering wheel in the unlocked position (so that the front wheels can follow the tow vehicle in corners) - ascertain that all interior accessories are turned off (reading lights - radio - circulating fan, etc).
Automatic transmission: Start engine and move the shift lever through all positions, momentarily pausing in each position - finish by leaving lever in neutral - turn engine off - emergency brake off - leave the steering wheel in the unlocked position - ascertain that all interior accessories are truned off. The vehicle can then be towed for a 500 mile distance, after which the entire routine must be repeated. Since 500 miles is usually greater than most people will travel in one days time, this can be a once-daily operation prior to starting the next leg of your trip. Every 500 miles the transmission fluid must be circulated through the transmission to keep the seals and bearings lubricated.

You don't as the 2004 Honda CRV uses a timing chain and not a belt. It should last the life of the engine.
