The issue is that diesel engines, while they produce a whole lot of torque, cannot rev nearly as high as comparable gasoline engines. And since:horsepower = (torque*engine speed) / 5252If your engine won't rev past 3000 rpm, you'll always have less peak horsepower than torque. As for why they can't rev higher, they're limited by either the burn rate of the fuel per ignition stroke, the mechanical limitations due to the longer piston rods/crank lobes, or both.
Yes the power steering takes power from the engine if it did not rev up it would make the vehicle shut off due to low idle.
You may not want to do that. the governor keeps your engine below a set RPM limit. going above that too far would grenade your engine. It won't give you any more horsepower at normal RPM's, just the ability to rev higher and generate more horsepower at the expense of engine life.
Just be gentle with it! The fuel should be ok. Start it up, resist the urge to rev. Let it idle for a min. Rev gently and slowley, do not exceed recommend rev's by the white lines around the rev counter. Drive, but let it fully warm through until you drive it like a BMW again!
