While helping an accident victim is a moral duty of any civilized citizen of the society, it can unnecessarily invite police harassments. The Hindus offer water to a thirsty person specially during summer period,even a guest is offered a glass of water with sweets,which is well within moral norms,where as in western culture or civil law, the same may be considered as superfluous.
