1. Scale shortest length or width of a picture to 75 px.
2. Calculate the difference of the other side from the desired 75 size and halve it.
3. Crop that number of pixels from either side of the dimension that is too large.

1. pic is 800 x 600.
2. scale to 100 x 75.
3. 100-75=25
4. 25/2 =12.5,
5. if number is .5, round up and crop one side, then round down and crop other side.
