For the House: Congress has set a cap of 435 representatives. Each state is allotted a number of representatives in proportion to its population. In other words, if a state has 5% of the national population, it will have 5% of the 435 representatives. This figure is reapportioned every 10 years after the national census.
The seats in the Senate are fixed at two per state. In the House of representatives, the distribution of districts within the states are based on population, and may be adjusted based on the official US Census taken every 10 years.

The total number of seats in the House of Representatives was fixed at four hundred thirty-five (435) by the Apportionment Act of 1911. Seats are apportioned (distributed) according to population. Each state receives at least one representative regardless of population. In the Senate, two senators represent each state.
