on the back of the brake drum (facing the middle of the car) is a rectangular rubber bung. pull that off and inside that should be a small spoked ratchet/gear/wheel. it will only turn one way and you have to use something like a small screw driver. turn it a few clicks and check the tightness of the wheel. continue test and adjust until brakes bind just right. dont do it up too much cos that will cause undue wear on the pads and loosening it off again is a way more time consuming job.
drum brakes
Yes they are. Every time you back up and step on the brake, it activates the self adjustment. It has its limitations. Drum brakes can also be manually adjusted. If you notice you have to apply more pressure to your brake pedal your drum brakes may need to be adjusted. If you are not sure how, consult your favorite mechanic.
Either your brakes are sticking or they are adjusted to much.
Are they drum? If so they need to be cleaned and adjusted. Ensure there are no leaks.
Caliper slides frozen? Rear drum brakes? May need to be adjusted

The rear drums only drag cause they need to be adjusted or the drums are bad
Frozen caliper? if disc brakes Broken or disconnect return spring if drum brakes? Brakes not adjusted properly? Parking brake cable frozen and not releasing?
If the rear brakes are drum brakes remove the wheel slide the drum off and check brake lining if brake lining is good then at the bottom of the brake assembly turn the adjuster wheel out. Check by putting drum on and spinning the drum until it spin 1 to 1 1/2 times around. If the car has rear disc brakes check brake pads probably needs to be replaced
most all newer vehicles have disc brakes, they are engineered for size and weight of the vehicle, they produce more stopping power than drum brakes
Rear drum brakes, that lock up during heartbreaking quicker than the front brakes, can be adjusted. The rear brake pads need to be backed off.
INITIAL ADJUSTMENT PROCEDURE Be sure parking brake lever is fully released. Fully apply the vehicles service brakes 2 to 3 times by depressing the brake pedal as far as possible. This will cause the automatic adjuster mechanism to correctly adjust the rear drum brakes. Apply and release the park brake lever one time after the service brakes have been correctly adjusted. This procedure has correctly adjusted the vehicle's rear service brakes.
