No, Hershey does not own Nestle. Thought there has been talk in the past about the companies buying each other out this has yet to happen.

Nestle owns the Kit Kat brand but it is licensed to Hershey. It was originally owned by Rowntree but they were acquired by Nestle. Hershey also licenses the Rolo brand in a similar manner. Hershey's of course. I have been to their manufacturing plant and it is very clean. The people who work there are friendly and the ones I spoke with enjoyed working there.
