Actually it depends on whether you are talking about a specific civil war or if you are just talking about a civil war in general. Americans refer to the American Civil War as the Civil War so in that case yes it is a proper noun but, like I said it depends

US Civil War 1861-1865. Operation Enduring Freedom (Afghanistan) 2001 to present. But there is a difference! The US Civil War was fought against an illegal nation; the Confederate States of America. But this "illegal nation" had a Government (President Jefferson Davis); an army and a navy. The US is not at war with the nation of Afghanistan; the US is performing a "law enforcement" action in Afghanistan arresting or killing (destroying) terrorists. The US is NOT fighting an army, air force, or navy of another nation. And is not at war with the country of Afghanistan.
